Adhere to openness and tolerance, promote linkage growth

At present, the world economy is showing a good momentum. The relevant international organizations expect that the world economy is expected to grow by 3.5% this year. This is the best economic situation in recent years. Such a situation is inseparable from the efforts of the G20. At the same time, the deep-seated problems in the world economy have not yet been resolved, and still face many unstable and uncertain factors.

In the face of challenges, the Hangzhou Summit proposed the G20 program: building a world economy that is innovative, dynamic, linked and inclusive. The Hamburg Summit has the theme of “Shaping the Linked World” and is in line with the Hangzhou Summit. We must work together to turn these ideas into action. Here, I would like to make a few comments.

First, we must adhere to the direction of building an open world economy. This is an important experience of the G20 in coping with the international financial crisis and an important path to promote world economic growth. An important reason for international organizations to raise world economic growth expectations is to expect international trade to grow by 2.4% and global investment to increase by 5%. We must adhere to the road of open development, mutual benefit and win-win, and jointly make a cake of the world economy. As the world's major economy, we should also be able to play a leading role, support the multilateral trading system, act in accordance with common rules, and find a win-win solution through consultation to address common challenges.

Second, we must jointly explore new impetus for world economic growth. This motivation comes first from innovation. Research shows that 95% of the world's industry and commerce is closely related to the Internet, and the world economy is transforming into digital. We must strengthen cooperation in the digital economy and the new industrial revolution to jointly create new technologies, new industries, new models, and new products. This motivation also comes from better addressing development issues and the implementation of the 2030 Agenda for Sustainable Development. This will benefit developing countries and will also bring market and investment opportunities to developed countries. Everyone is a winner. The Hangzhou Summit reached an important consensus on innovation and development. The momentum of cooperation has continued in Germany, and the next step is to continue to deepen and go true.

Third, we must work together to make the world's economic growth more inclusive. At present, the world economic development is still unbalanced, and technological progress has become increasingly challenging for employment. The World Economic Forum predicts that by 2020, artificial intelligence will replace more than 5 million jobs worldwide. An important mission of the G20 is to deal with the contradiction between fairness and efficiency, capital and labor, technology and employment in line with the concept of inclusive growth as determined by the Hangzhou Summit. We must continue to combine economic and social policies to solve the challenges brought about by industrial upgrading, knowledge and skill mismatch, and make income distribution more fair and reasonable. The G20 should pay more attention to exchanges and cooperation in education and training, employment and entrepreneurship, and distribution mechanisms. These tasks are well done and are also conducive to the healthy development of economic globalization.

Fourth, we must continue to improve global economic governance. Since the outbreak of the international financial crisis, the G20 has made positive achievements in strengthening macroeconomic policy coordination, reforming international financial institutions, improving international financial supervision, and combating tax avoidance. It has made important contributions to stabilizing financial markets and promoting economic recovery. In the next step, we must continue to work hard in the above areas, especially to strengthen macro-policy communication, prevent financial market risks, develop inclusive finance, green finance, and promote the financial industry to better serve the real economy.

Not long ago, China successfully hosted the “Belt and Road” international cooperation summit forum. The participating parties have achieved fruitful results in promoting policy communication, facility connectivity, trade smoothness, capital finance, and people's heart, and strive to create a new concept of governance, a new platform for cooperation, and a new impetus for development. This is highly compatible with the objectives of the G20. German proverbs say that one's efforts are additions, and one team's efforts are multiplication. Let us work together to promote linkage growth, promote common prosperity, and constantly move toward the goal of building a community of human destiny!
